Hamilcar ended his high school career at Chandler High School in Chandler, Arizona,  as a three-star college recruit. He chose Oregon State University over offers from Nebraska and Fresno State. 

Over three seasons he played in  35 games and amassed 144 tackles (37 for a loss), 16.5 sacks, 6 PD 1 fumble recovery, and 3 forced fumbles. His 22.5 tackles for a loss in 2019 were the most in the country, and he was a first team All-American according to Sports Illustrated and The Athletic.
